Enhancing Critical Infrastructure Security through Multi-layer Resilient Network Services – The Case of Water Resources

Abstract

In recent years, with the development of cloud computing and internet application services, many urban areas have benefited from the convenience of high-speed internet transmission for various applications. However, critical infrastructures located in remote areas are often limited by cost and typically have limited network transmission capabilities. Once severely impacted by natural disasters, these remote areas often face vulnerabilities in their connectivity, which in turn affects livelihoods and economies. With the emergence of the concept of software-defined networking, more and more network systems are moving towards open architectures and programmable configurations to enhance adaptability based on usage scenarios. To ensure that remote areas in mountains, forests, and fields have connectivity, it is necessary to use a combination of wired and wireless networks, radio communications, and mobile networks for transmission, with satellite communications seen as an important component in maintaining digital resilience in emergency situations. Therefore, this project focuses on secure and resilient networks, combining the concept of software-defined networking with the NIST IR 8401 satellite ground station network security framework for low Earth orbit satellite communications, to explore how to establish a trusted network system while ensuring content security in a multi-source, multi-media, and multi-path context. In addition, this project will also introduce the concept of resilient network into a water resources critical infrastructure cybersecurity testbed, implementing continuous monitoring of network quality, resilient network validation, and further building a comprehensive data governance framework. Through integrated AI technologies aiming to meet the needs of data protection, internal control auditing, and value-added computing, the related applications of critical infrastructures could be fulfilled, thereby promoting smart industrial control applications to enhance cybersecurity for critical infrastructures.
